Define are leading the vision and delivery strategy for a new community of around 3,500 dwellings in South Oxfordshire on behalf of CEG, and separately the expansion of the existing and adjacent Culham Science Centre on behalf of UKAEA. Our role has involved the preparation of a high level vision, presentations to officers and members leading to a draft allocation in the now submitted Local Plan. We have led a Design Review process, which we set up with an independent design review group, including a study trip to Copenhagen and Malmo to heighten design quality expectations. In parallel, we are also leading the preparation of an Innovation Framework for the scheme, which will create a structure to apply design and technological innovation that will be reviewed and adapted on a phase by phase basis to completion in the 2040s. The emerging framework for the site promotes a strong health and wellbeing focus, whilst specifically addressing the UK ‘Grand Challenges’ of clean energy, data and AR, an ageing society and smart mobility. The scheme is allocated in the South Oxfordshire Local Plan, which is currently subject of a virtual Examination in Public.
